Development of the CFE Telecomunicaciones e Internet para Todos (CFE TEIT) program

Introduced in 2024, these public telephones represent Mexico’s latest approach to universal communications. Rather than operating as traditional commercial payphones, they form part of the CFE Telecomunicaciones e Internet para Todos (CFE TEIT) program, a government initiative established to provide telecommunications services to underserved communities. CFE TEIT is a subsidiary of Mexico’s state-owned electricity utility, Comisión Federal de Electricidad (CFE), and aims to improve digital inclusion by extending telephone and internet access to rural and isolated areas.

The installation consists of a simple weather-resistant public telephone mounted inside a distinctive burgundy protective enclosure. The handset unit itself appears to be a modern industrial VoIP or SIP telephone, likely manufactured by a Chinese telecommunications equipment supplier for public service applications. Unlike earlier Mexican payphones, it does not accept coins or phonecards. Instead, calls are provided free of charge, while nearby equipment may also provide public Wi-Fi and access to CFE’s mobile telephone network.

The motivation behind the project is social rather than commercial. As mobile networks have expanded, many remote communities have nevertheless remained without reliable coverage or affordable communications. These public telephones provide an essential means of contacting family members, emergency services and government agencies, helping to bridge Mexico’s digital divide. Rather than marking the end of public telephony, the CFE TEIT cabins represent a modern reinvention of the public telephone as a free community service, adapted to the needs of the twenty-first century.
